Conditional on JD inheriting large tariffs (US weighted average tariff is at least 6% for the quarter prior to his assuming office), will JD reduce tariffs such that the US weighted average for any quarter following his assumption (but prior to the next election) is less than 5%, and does not rise above 5% again before 2029.
