- A qualifying claim must be made after Issuance and strictly before October 1, 2026 by Donald Trump or an authorized representative explicitly speaking on Trump's behalf.
- The public claim must expressly name at least one distinct news outlet and state that outlet is being added to or banned from White House access.
- Eligible forms include verified social-media posts, speeches, interviews, press conferences, official statements, press releases, official transcripts, or other public documents.
- CNN, MSNOW/MSNBC (the same outlet despite the name change), and Politico are the existing excluded outlets; naming or rebranding one does not qualify.
- A vague statement such as 'Other Fake News Media Outlets to follow,' criticism, an unendorsed conditional or hypothetical statement, a non-rhetorical question, an anonymous or third-party report, a repost of another person's claim, an ambiguous statement, or body language does not qualify.
