Neo is a layer 1 smart contract blockchain with a two token design: NEO carries governance rights while a second token, GAS, pays transaction and contract fees. It launched in China as AntShares, rebranded to Neo in 2017, and its current version, N3, went live in 2021. Neo ships an oracle, distributed storage, a name service and identity standards at the protocol level, functions most chains leave to third parties.

Neo's official about page states the project "was founded by Da Hongfei and Erik Zhang in 2014 under the name Antshares." Source code went to GitHub in July 2015, the first MainNet launched in October 2016, and AntShares was rebranded to Neo in 2017. The N3 rewrite began in June 2018 and shipped in 2021, adding the oracle, storage and name service. Erik Zhang is credited as author of the dBFT consensus algorithm, and development runs through the Neo Foundation and Neo Global Development.
Neo uses delegated Byzantine Fault Tolerance. A speaker node proposes a block, other nodes validate and sign it, and once more than two thirds agree the block is committed, tolerating f = floor((n-1)/3) faulty nodes out of n. Because agreement precedes publication, Neo offers finality in a single block rather than confirmation that strengthens over time.
Candidates stand for election, the 21 most voted form the committee, and the seven most voted committee members also serve as consensus nodes, both refreshed every 21 blocks. Documentation states elections are only effective when more than 20 percent of NEO is used to vote. The protocol generates 5 GAS per block, split 10 percent to NEO holders, 10 percent to the committee and consensus nodes, and 80 percent to voters. System fees are burned.
NEO is a governance asset, not a fee asset. Holders vote for committee members and consensus nodes and accrue GAS by holding, without locking tokens in a staking contract. Total NEO issuance is fixed at 100 million and the token is indivisible, so the smallest transferable unit is one whole NEO. Fees, contract deployment and dApp payments settle in GAS.
The dual token split keeps governance weight and running costs in separate assets, so activity does not force holders to spend their stake. GAS accrues without any lockup, unusual among proof of stake style systems, and indivisibility keeps one token equal to one unit of voting weight.
Ethereum uses one asset for both fees and staking, with a large open validator set. Neo splits the roles and uses a small set chosen by vote, buying single block finality at the cost of far fewer block producers. Where many chains rely on external oracle and naming services, Neo bundles those into the protocol, simplifying development but concentrating responsibility in core software.
Common applications include tokenized asset issuance, contracts in mainstream languages, oracle dependent DeFi, NeoFS backed storage apps, NeoID credential systems, and EVM applications on Neo X.
Security rests on dBFT and the vote that selects consensus nodes. With seven consensus nodes the algorithm tolerates two faulty or malicious participants and still finalizes blocks. NEO holders are the ultimate control point, electing both the committee that adjusts parameters and the nodes that produce blocks. Assets moved to Neo X rely on bridge contracts, not N3 consensus.
The validator set is small by design, so the network depends on a few operators behaving honestly and staying online, and voting power follows NEO balances, so large holders can shape outcomes. GAS supply is not capped and its issuance is a governance adjustable parameter. Neo X is a sidechain with its own trust assumptions and bridge risk. Neo also competes with far larger ecosystems for developers and liquidity, and the whitepaper link carried by many data providers still points to an archived AntShares wiki rather than current docs.
Neo is one of the earliest smart contract platforms still under active development, and among the first to separate governance from fee payment in a way later projects echoed. Its bundle of native services remains an unusual design choice.
NEO trades on many large centralized exchanges and on decentralized exchanges built on Neo N3 and Neo X. A wrapped or bridged NEO on another chain is not the same asset as native NEO, so confirm the network before withdrawing.
Native NEO can be held in Neo N3 wallets such as NeoLine, OneGate and Neon, which also handle GAS claiming and voting. NEO Legacy and Neo N3 are different networks with different address formats, so verify N3 support before transferring, including for hardware wallets.
