USAT is a United States dollar stablecoin built to operate inside the federal framework created by the GENIUS Act. Its issuer is Anchorage Digital Bank, N.A., a nationally chartered bank, and it was developed by Tether as a domestic product alongside its global stablecoin. The official site states that one USAT is always redeemable for one U.S. dollar and is backed in full by liquid reserves. It launched on Ethereum and has since been deployed to Celo.

USAT is a corporate product rather than a founder-led protocol. Tether unveiled it on September 12, 2025, naming Anchorage Digital Bank as issuer, Cantor Fitzgerald as reserve custodian and preferred primary dealer, and Bo Hines, previously of the White House Crypto Council, as chief executive designate of Tether USAT. USAT is a payment and settlement instrument, not a governance or fee token, with no staking or yield mechanism. Its usefulness is a dollar balance that moves at blockchain speed while being issued by a supervised U.S. bank, aimed at institutions that cannot hold an offshore-issued stablecoin. Every fiat-backed stablecoin carries issuer and custodian risk, and USAT is not government-guaranteed or FDIC insured, which the official site states plainly. Redemption at par is an issuer commitment, and direct redemption is typically limited to approved counterparties. The token is new, so liquidity and integration depth are thinner than long-established dollar stablecoins, and interpretation of the GENIUS Act is still developing.
USAT tests whether a bank-issued digital dollar can compete with incumbent stablecoins that grew up outside the banking system. If it works, U.S. institutions gain a dollar token whose issuer sits inside federal supervision, and the template becomes available to other regulated issuers.
