Horizen began in 2017 as an independent proof of work privacy chain and has since rebuilt itself on Base, Coinbase's Ethereum layer 2. Its documentation calls Horizen "an EVM-native L3 on Base designed for private onchain finance and compliance-forward blockchain app development." ZEN migrated from the old mainchain and the EON sidechain to one ERC-20 on Base on July 23, 2025, and both legacy chains were retired.

Horizen was founded by Rob Viglione and Rolf Versluis, who met working on ZClassic and launched their own network from it. A snapshot was taken at ZClassic block 110,000 on May 19, 2017, and the chain, then called ZenCash, went live on May 30, 2017, with ZClassic holders receiving ZEN one for one. It rebranded to Horizen in 2018 as its scope widened to treasury voting and sidechains, and in 2025 the DAO approved the move to Base.
ZEN is an ERC-20 on Base, so transfers are contract calls settling through Base to Ethereum rather than on a sovereign chain.
The application layer is the Horizen chain, an EVM network with chain ID 26514 running on Base. Gas there is paid in ETH, so ZEN's role is governance and access rather than fuel. Privacy comes from two primitives. Vela runs logic inside TEE hardware enclaves "where data is encrypted in memory, inaccessible to any external observer," attesting that the code ran correctly. zkVerify is "a purpose-built L1 for verifying ZK proofs" usable by any EVM chain, giving applications on-chain verification without a custom verifier.
Horizen calls ZEN the "governance and utility token of the Horizen ecosystem," with roles in DeFi, governance and application access. Supply is capped at 21 million, the ceiling Bitcoin uses, and the project calls ZEN "one of the first fair-launched ZK coins," with no ICO or premine. Network fees buy and burn ZEN. A staking program is listed on the official site as coming soon rather than live.
Horizen is one of very few long-running privacy chains to retire its own base layer and move its asset onto an Ethereum layer 2, trading sovereignty for liquidity. It also pairs two confidentiality technologies rather than one: hardware enclaves for execution, and zero-knowledge proof verification.
Monero is a standalone chain where privacy is mandatory on every transaction. Zcash runs its own chain with optional shielded pools. Aleo and Dusk are zero-knowledge layer 1s. Oasis offers confidential EVM execution using TEEs, the closest comparison to Vela. Horizen's difference is positional: it builds privacy tooling on Base rather than as a sovereign chain.
The stack inherits security from Base and, through it, Ethereum settlement, and ZEN is an ordinary ERC-20, so its risk is contract risk rather than consensus risk. Vela rests on TEE hardware and remote attestation, a trust model depending on the enclave implementation and hardware vendor rather than cryptography alone. The retired proof of work chain suffered a 51 percent attack in June 2018 that enabled double spends, after which Horizen implemented a delayed block submission penalty.
The open question in privacy technology is whether confidentiality and regulatory compliance can coexist in one system. Most projects choose a side. Horizen builds for both, on a mainstream layer 2, with a nearly decade-long history and a fixed supply behind it.
Horizen's official token page names Binance, Coinbase, Uniswap and Aerodrome among the venues where ZEN trades. On-chain purchases happen through Base decentralized exchanges, and withdrawals should be sent on Base. Verify the contract address first, since tokens carrying the ZEN ticker on retired networks are not the same asset.
ZEN is held in any EVM wallet configured for Base, ideally paired with a hardware device for larger holdings, and added using the contract address published on Horizen's own site. Holders of pre-migration ZEN should consult the official migration documentation rather than assuming an exchange handled it.
