Celo is a mobile-first, EVM-compatible blockchain built around the idea that everyday payments should work from a basic smartphone. Since March 2025 it runs as an Ethereum Layer 2 rollup rather than a standalone Layer 1, settling to Ethereum while keeping fast blocks and very low fees.
CELO is the network's native asset, used for gas, governance, and staking. Its most distinctive property is that users do not have to hold CELO to transact at all: through fee abstraction, gas can be paid in approved stablecoins and other ERC-20 tokens.

Celo grew out of cLabs, founded in 2017 by a team that included Rene Reinsberg, Marek Olszewski, and Sep Kamvar. Mainnet went live in April 2020 as a proof-of-stake Layer 1 with elected validators, one-second finality, and native stablecoins. Stewardship sits with the Celo Foundation and with on-chain governance by CELO holders.
In July 2023 cLabs proposed converting Celo into an Ethereum Layer 2. After a public evaluation of the OP Stack, Arbitrum Orbit, ZK Stack, and Polygon CDK, the OP Stack was chosen. Migration testnets ran through 2024 and early 2025, and the Celo L2 mainnet activated on 26 March 2025 at block 31,056,500, making Celo one of the first established Layer 1 chains to become a rollup without restarting its history.
An OP Stack rollup settling to Ethereum Transactions execute on Celo, are batched, and are posted to Ethereum, so Celo inherits Ethereum's settlement guarantees instead of maintaining a separate validator security budget. It participates in the Optimism Superchain and uses EigenDA for data availability.
Fee abstraction An account can pay gas in whitelisted ERC-20 assets rather than only the native token. The accepted set is controlled by governance through an on-chain registry, which is what lets a user holding only stablecoins transact without first acquiring CELO.
Token duality
CELO exists simultaneously as the native gas asset and as a standard ERC-20 at 0x471ece3750da237f93b8e339c536989b8978a438, with no wrapped version to manage.
CELO is used for paying gas, either directly or as the settlement asset behind fee-abstracted transactions; for locking and voting in Celo Governance, where proposals require a deposit and votes are weighted by locked balance; for staking and delegation that route protocol rewards to participants; and for contract integrations that benefit from its dual native and ERC-20 form.
Because block production moved to the rollup model after the migration, the role of the former validator set has shifted toward node and RPC operation plus governance. This area is still evolving, so check the official docs for current implementation details.
Three things separate Celo from most EVM chains. Gas can be paid in stablecoins, which removes the most common onboarding failure for new users. The chain was engineered for low-end mobile hardware and intermittent connectivity rather than desktop power users. And it carries a native, governance-managed family of local-currency stablecoins instead of relying only on imported dollar tokens. It is also the highest-profile example so far of a live Layer 1 converting itself into an Ethereum Layer 2 with state and history intact.
Against general-purpose Layer 2s such as Optimism, Arbitrum, and Base, Celo shares the rollup architecture but specializes in payments, stablecoins, and mobile distribution. Against Stellar, which also targets remittances, Celo offers full EVM smart contracts and Ethereum tooling at the cost of a heavier execution environment. Against Polygon, Celo runs a much narrower product surface and leans on partnerships like MiniPay for reach.
Celo's security profile changed with the migration. Settlement now depends on Ethereum, on the correctness of the OP Stack bridge and fault-proof contracts, and on the availability guarantees of EigenDA. Governance controls upgrade keys and the fee-currency registry, so the quality of the governance process is itself a security parameter. Application-level risk remains with individual contracts, wallets, and the Mento reserve.
Celo is one of the few chains that treats "can someone with a cheap phone and no native token actually use this" as the core engineering problem. Its fee abstraction design and its Layer 1 to Layer 2 migration are both technically significant, and the migration has been studied by other teams considering the same path.
