HTX DAO is a decentralized autonomous organization whose governance token is HTX, issued on TRON and also deployed on Ethereum, BNB Chain, and BitTorrent Chain. The whitepaper names no individual founders and says HTX DAO "does not function as a traditional registered company." The launch ceremony was held in Singapore on February 2, 2024, with Justin Sun, founder of TRON and a member of the HTX advisory board, presenting it. The exchange itself was founded as Huobi in 2013 by Leon Li and rebranded to HTX in September 2023. Coordination now runs through an HTX DAO Governance Committee and multi-signature administrators, who are not publicly named.
Members raise preliminary proposals on the HTX DAO forum, and formal ones move to the Governance Module for on-chain voting by holders, who may delegate their rights. A passing vote is not self-executing: the whitepaper says a proposal must be adopted by a development team, audited, and then deployed by the multi-signature administrators. The whitepaper also describes an Ecosystem Liquidity Pledge Mechanism rather than a conventional burn, routing pledged HTX and TRX into a pool tied to SUN.io, while the DAO separately burns HTX each quarter, committing to 50 percent of platform revenue, with published transaction hashes.
HTX is primarily a voting asset: holders propose, delegate, and vote on DAO direction, and staking adds rewards on top of governance standing. The whitepaper sets an initial supply of 999,990,000,000,000 HTX and adds that the token "has no inherent utilities ex ante," so utility is whatever governance later grants.
Most exchange tokens are controlled outright by the operator, whereas HTX DAO presents the token as belonging to a DAO the exchange supplies with liquidity and revenue. The pledge design is unusual too, pooling contributed tokens at a jointly held address rather than destroying them.

HTX is a token, not a chain, so it inherits security from TRON's delegated proof-of-stake consensus and from its EVM deployments. The whitepaper cites third-party audits, the site keeps an audits section and a MiCA white paper, and burns carry hashes anyone can verify on a TRON explorer.
The bluntest warning is the project's own: the whitepaper says there is "no preset roadmap" or "inherent value," that the token carries no claim on real world assets, and that it "has no fundamental distinction from a typical meme coin." Access is barred for users in the United States and OFAC-sanctioned countries. Because the burn is revenue-funded, exchange-level regulation is a direct risk: the UK designated entities including HTX under its Russia sanctions rules in May 2026, and the EU followed in July 2026. HTX disputes the UK designation, saying the listed entity is distinct from the online exchange.
HTX DAO is one of the largest attempts to attach a formal governance layer to a major centralized exchange. It delivers a public voting record and verifiable revenue-linked burns while showing the limits, since execution rests with a committee and the token tracks a regulated business.
The official site lists three routes: on-chain trading through SUN.io on TRON, listings on centralized exchanges, and conversion of HT into HTX for HT holders. Because the token exists on four networks, confirm the right address on the official site before trading.
