Decred is a Bitcoin-inspired cryptocurrency whose defining feature is governance. It runs a hybrid consensus in which proof-of-work miners produce blocks and proof-of-stake ticket holders vote to approve them, so neither group can change the rules alone. Stakeholders also vote on rule changes and on how a protocol-funded treasury spends money, through a proposal system called Politeia. DCR has a hard cap of 21 million coins.

Decred traces back to a 2013 Bitcointalk proposal for a cryptocurrency called Memcoin2 by a user known as tacotime, who worked with _ingsoc and Jake Yocom-Piatt to implement its hybrid consensus as a new project. Development began in February 2014 on the btcsuite codebase, a Go implementation of Bitcoin written by Company 0, LLC, and mainnet launched in February 2016. Decred shares design ancestry with Bitcoin but is a separate chain, not a fork.
At launch there was an 8 percent premine of the 21 million supply. Half, 840,000 DCR, went to Company 0 and its developers as compensation for prior work valued at 0.49 dollars per coin, with commitments not to trade for 12 to 24 months. The other half was airdropped, 282.63795424 DCR to each of 2,972 participants.
Miners produce blocks as in any proof-of-work chain, but a block is only valid if tickets vote on it. Holders time-lock DCR to buy tickets, tickets are selected at random, and the chosen voters approve or reject the previous block. Every block since block 4,096 in February 2016 has carried at least three ticket votes. The same mechanism is used for rule voting, so upgrades are ratified by stakeholders rather than imposed by miners or developers.
The block reward is split 1 percent to proof-of-work miners, 89 percent to proof-of-stake voters and 10 percent to the treasury.
DCR is money on the network and the instrument of governance. It pays transaction fees, is time-locked into tickets to vote on blocks and rule changes, and ticket holders earn the large majority of the block reward for that participation. Because voting requires locking coins, governance weight is tied to committed capital rather than hashpower or a foundation.
Very few chains give stakeholders a binding veto over blocks and over rule changes at the protocol level. Decred also self-funds: 10 percent of every block reward goes to a treasury stakeholders direct through public proposals, so development does not depend on a foundation's endowment or repeated fundraising.
Bitcoin and Litecoin rely on miners and rough social consensus for upgrades, with no on-chain vote and no protocol treasury. Dash has a masternode treasury and voting, but masternodes require a large fixed collateral, while Decred tickets cost far less and are selected by lottery. Zcash and Monero lead with privacy; Decred offers optional privacy through CoinShuffle++ but leads with governance.
Two independent groups must cooperate. An attacker with a majority of hashpower cannot push through unwanted blocks because ticket voters reject them, and acquiring tickets requires locking a large amount of capital. Consensus changes require an explicit stakeholder vote before activation, which makes silent rule changes very difficult. The reference implementations are open source and maintained continuously since launch.
Decred is small relative to the largest proof-of-work chains, so liquidity, wallet support and developer mindshare are limited. Ticket staking locks coins, so the position is illiquid until the ticket votes or expires, and doing it well takes technical understanding. The premine is documented in detail but remains a distribution fact worth understanding. Treasury funding concentrates activity in a small contributor base.
Decred has run binding stakeholder governance in production for roughly a decade and funds its own development through a protocol treasury. It is one of the longest-running experiments in how a cryptocurrency can change its own rules without a hard-fork crisis.
