Ripple USD (RLUSD) is a US dollar stablecoin issued by Standard Custody and Trust Company, a limited purpose trust company chartered and supervised by the New York State Department of Financial Services and a wholly owned subsidiary of Ripple Labs. Each token is backed one-to-one by high quality liquid assets: short-dated US Treasury bills, government money market funds, overnight repos and bank deposits. RLUSD is issued natively on both the XRP Ledger and Ethereum.

RLUSD was created by Ripple, the payments company behind much of the XRP Ledger ecosystem, founded in 2012 by Chris Larsen and Jed McCaleb. Ripple announced the stablecoin in 2024 and launched it in December 2024 after approval from the New York Department of Financial Services. Issuance sits with Standard Custody and Trust Company, which Ripple acquired to hold the necessary trust charter. The Bank of New York Mellon has served as primary reserve custodian since July 2025.
RLUSD uses an institutional issuance model. Only pre-approved institutional customers who have completed anti-money-laundering and know-your-customer onboarding can mint and redeem directly. Everyone else obtains RLUSD on secondary markets.
The reserve policy is stricter than a simple one-to-one claim. The issuer maintains a three percent buffer, evaluated daily and adjusted so reserve assets are worth at least 103 percent of RLUSD in circulation.
RLUSD is a settlement instrument. It is used as the dollar leg in cross-border payment corridors, as a quote and settlement asset on exchanges, and as collateral and liquidity in DeFi protocols. It pays no yield and carries no governance rights.
The three percent overcollateralization buffer is unusual. Most fiat-backed stablecoins target exactly one-to-one; RLUSD targets at least 103 percent, evaluated daily, as a deliberate cushion against market and valuation risk. Its dual-native issuance is also distinctive: RLUSD exists as a first-class asset on the XRP Ledger, not a bridged wrapper, while remaining a normal ERC-20 on Ethereum.
USDC, USDG and PYUSD share the fiat-backed structure but differ on regulator, custodian and reserve policy, and none publishes a comparable standing overcollateralization buffer. Against collateral-backed tokens such as USDS, it gives an enforceable redemption claim on a supervised issuer but offers no on-chain verification of backing.
The issuer is a New York trust company subject to NYDFS supervision and the department's stablecoin guidance. Reserves are segregated at BNY with monthly independent attestation under AICPA standards, and cash deposits are placed only with FDIC-insured, NYDFS-approved banks for the benefit of RLUSD holders. Compliance controls are built into the token: Ripple's published XRP Ledger configuration enables global freeze and trust line clawback on the issuing account.
RLUSD is Ripple's attempt to hold the payments position it has argued for since inception, using a dollar-denominated instrument rather than a volatile asset. It is also one of the more conservatively structured stablecoins in the market, with a published buffer policy, a major bank custodian and direct state trust supervision.
RLUSD is listed on a range of centralized exchanges and trades on decentralized venues, including the XRP Ledger's built-in decentralized exchange and Ethereum-based pools.
On the XRP Ledger, RLUSD is held as an issued asset and requires a trust line to the issuer account, set up in an XRPL wallet such as Xaman. Take the issuer address from Ripple's own documentation rather than a third-party listing, since a trust line to the wrong issuer creates a worthless lookalike token. On Ethereum it is a standard ERC-20 held in any EVM wallet, with a hardware wallet advisable for larger balances.
