ChainOpera AI is a full-stack platform for building and running AI agents, combining a consumer chat app, a developer platform, a decentralized model and GPU layer, and a blockchain layer that records contributions on chain. The whitepaper does not name individual founders. Its team page says only that the project "was founded by pioneers in AI (particularly in federated and decentralized machine learning), blockchain systems, and information theory."
Press reporting fills the gap. The Block reported in December 2024 that the co-founders are Prof. Salman Avestimehr of USC and Dr. Aiden Chaoyang He, formerly an R&D leader at Meta, Google, AWS and Tencent, and that both also co-founded TensorOpera AI and FedML. Treat that as press attribution, not first-party disclosure. The whitepaper does document the lineage, calling TensorOpera AI "an independent C-corp company in the US" that "contributes part of ChainOpera AI's technical foundation."
The whitepaper describes four layers. The AI Terminal is where people use personal agents and developers publish agents to reach an audience. Per the whitepaper, users spend COAI to unlock premium AI Terminal features, creators use it to publish agents and access developer tools, resource providers use it to register compute, model or data resources, and governance participants use it to propose upgrades. The whitepaper adds an unusually explicit disclaimer: COAI "does not represent equity, ownership, profit rights, or claims on revenues."
