This is about whether they're out of business, OR digital license plates themselves are seriously failing in CA.
- If Reviver is out of business => YES
- If they fire a bunch of people, then sell their IP or do some other escape without officially going out of business, but it was in a failing state with no future, still counts as failure => YES
- If digital license plates are no longer allowed in CA but company still exists, still counts as a failure, even if other states have digital license plates.
- If CA is out.
- I'm setting the rules this way to make judgment simpler. => YES
